ON THE ISSUE OF FORMATION AND SATISFACTION OF THE HOUSING NEED (CIVILIST ASPECT)

Abstract

The article examines the concept of 'housing need', its peculiarities as an objective and subjective phenomenon are revealed. The author suggests to regard the housing need in broad and narrow meaning, which gives reason to distinguish between the terms 'need' and 'whim'. Analysis of the specificity of reasonable and unreasonable housing needs allowed the author to formulate a number of proposals for improving housing legislation.
