STATE YOUTH POLICY: SEMANTIC CONSTANTS.

Abstract

The article indicates the main roles of appearance and actualization of youth policy as a branch of state administration. A working hypothesis is put forward: this branch comes from the increasing demand of the society to grow out of its selfdescriptions defining the regulatory framework of the social order.
