Abstract

Elections via party lists do not meet the current situation in Russia because the middle class is not represented institutionally. Stratification channels for promotion to the elite are closed: the 'Exodus' of the technical intellectuals. Russian intellect is included into the social and technical leap of the West. It's necessary to unite the historical subject and hold an All.Russian Conference on the modernization of education. Indicators of unsustainable development are: national strife, conflict of old and new generations, terrorism.
