DEVELOPMENT OF INSTITUTIONAL AND LEGAL FOUNDATIONS OF PROGNOSTICATION AND MANAGEMENT OF THE FEDERAL BUDGET INCOMES

Abstract

The author shows that the accuracy of medium-term macroeconomic prognostication of the basic indicators of the country's economic development remains the key issue of forming the optimal structure of the income part of the federal budget. At the same time, there are large institutional and methodological problems of implementation of the budgetary policy of the Russian Federation, which are reflected in the structure of federal budget incomes. A realistic scenario of optimization of the budgetary process and the budgetary system of the Russian Federation can be formed on the basis of methodology of strategic management and project-oriented management of revenues of the federal budget.
