LOCAL AUTHORITY IN RUSSIA AND ITS POLITICAL POTENTIALS: DIFFERENT APPROACHES TO CONCEPTUAL UNDERSTANDING

Abstract

Possible accent changes in conceptual approach to study local authorities in Russia are discussed in this article in connection with expected essential shifts in structure of the municipal reality on the new stage of state construction. It is suggested that local authority should be distinguished from municipal administration and local self-government, and should be considered as «communitarian» premise of society self-organization, preceding state forming and state management.
