SOCIAL COUNCILS AS INSTITUTES OF SURVEILLANCE DEMOCRACY? EXPERIENCE OF KRASNODAR KRAI

Abstract

The article presents the results of the research of the development of public advisory framework in Krasnodar Krai in March 2013. The author uses the materials, obtained in the course of fourteen expert interviews with respondents from different social groups, including focus-groups. The author reveals a great role of personal factor both of leaders of government bodies and leaders of councils in the degree of their effectiveness.
