SOME PROBLEMS OF JURISDICTION SEPARATION BETWEEN THE RUSSIAN FEDERATION AND ITS CONSTITUENT ENTITIES

Abstract

The article describes the methods for specifying powers under joint jurisdiction of the Russian Federation and its constituent entities. The author draws attention to the fact that in some object of jurisdiction it is necessary to adopt certain federal laws that could divide the powers between the federal and regional authorities. It is noted that protection of rights and freedoms of a man and a citizen should be regarded as an object of the joint jurisdiction of the Russian Federation and its constituent entities, and do not fall under the exclusive competence of the Russian Federation.
