Abstract

The article presents practical approval of the methodology of diagnosing the finance of the municipal budgets basing on the research of the four largest cities of Chelyabinsk region. The suggested method allows estimating the balance, financial independence, fiscal stability and the debt policy of municipalities, municipal orientation of fiscal policy in the sphere of budget costs.
