MECHANISM OF THE REPRESENTATION OF THE RUSSIAN FEDERATION IN THE UPPER HOUSE OF PARLIAMENT: STAGES OF FORMATION AND CAUSES OF CHANGES

Abstract

In the article the actual changes in the clause #95 of the Constitution of the Russian Federation are analyzed. They connect with the procedure of formation of the Council of the Federation of the Federal Assembly of the Russian Federation. The author examined the institute of appointment by the President of the Russian Federation no more than ten percent of the total composition the Council of Federation of the Federal Assembly of the Russian Federation, as well as international experience in this regard.
