Abstract

The article discusses the ambiguity of the wording in the definition of law-making, to remove which the author reveals his signs and formulated the concept. The factors affecting the quality of draft laws and regulations, and the directions of their elimination. Formulated a set of measures aimed at strengthening the role of the legal scholars in law-making. Presents practice-oriented proposals for improving the law-making in Russia.
