CONSTITUTIONAL AND LEGAL PROBLEMS OF IMPLEMENTING POWER OF THE MULTINATIONAL PEOPLE OF THE RUSSIAN FEDERATION

Abstract

The problems of the constitutional and legal authority to ensure implementation of the multinational people of the Russian Federation are analyzed in the paper. The author detects defects in constitutional and legal regulation, the substitution of direct action of the Constitution of the Russian Federation; federal laws distort not only the “spirit”, but also the letter of the basic law, primarily in the field of democracy and political rights and freedoms. Substantiated and formulated a set of proposals aimed at restoring the “checks and balances” as an essential attribute of a modern democratic state and one of the guarantees of democracy.
