PROBLEMS OF MUNICIPAL EMPLOYEES’ PROFESSIONALIZATION IN A TRANSITIVE SOCIETY

Abstract

The article deals with the problem of professionalization of municipal employees in a transitive society. On the basis of available scientific expertise and taking into account the specifics of Russian reality attribute signs of a professional group of municipal employees are highlighted. The analysis comparing the extracted features with features of this professional group is conducted. Concluded that the municipal employees form a special professional community, the process of becoming which is far from finished. In the process of professionalization municipal employees are faced with a number of objective conditions of transitional society, hindering their development as a professional group.
