PECULIARITIES OF EDUCATION IN THE SPHERE OF TRAINING PUBLIC OFFICERS

Abstract

The article deals with the peculiarities of constructing the system of training personnel in the sphere of state and municipal management. The article gives an overview of national Russian practice in the retrospective aspect and actual aspect; it also analyzes foreign experience of CIS, BRICS, Europe, USA, Asia-Pacific states. The authors define the essential components of education in the given sphere which are reflected in the mission of educational establishment; show the peculiarities of organizing scientific work in the analyzed subject area. The article shows that education of such specialization has a goal of both serving interests of society and maintaining stability of current political system. The authors analyze problematic area of state and municipal management specialization and come to the conclusion about lack of focus in scientific and research agenda and at the same time about contingence of the content of educational component with other related specialties and areas of training.
