OVERPOPULATION OF PLACES OF DEPRIVATION OF FREEDOM AS A GLOBAL HUMANITARIAN PROBLEM OF PENITENTIAL SYSTEMS OF FOREIGN STATES

Abstract

The article focuses on studying the problem of overpopulation of places of deprivation of freedom as a global humanitarian problem affecting the state policy in the sphere of execution of criminal sanctions of foreign states. The author analyzes international experience of fighting against overpopulation of prisons, summarizing which the author points out some factors influencing the cause of its arising. The article presents the complex of universal measures formulated by the world community which allows the state to overcome the problem of overpopulation of places of deprivation of freedom.
