INSTITUTION AND INSTRUMENT. GLOBAL UNCERTAINTY AND SOCIAL DYNAMICS

Abstract

The article considers debated in Russian scientific and expert community heuristic models of instrumental approach to managing social and political processes in the framework of global information society in the context of fundamental uncertainty; the role of political elites, cognitive technologies and institutional environment in the society self-development. In the framework of synergetic paradigm the author suggests the conception of information as an isomorphic to different classes of the system algorithm of dealing with uncertainty regulating entropy of the system providing its sorting and scenario development. The author proves the thesis that the key mechanism of the society self-organizing as an open dynamic system is a network of social and political institutions defining in the process of various communications effectiveness of the feedback circuit of a social system, data collecting and processing, generating adequate to challenges political decisions.
