PRINCIPLES OF OWN REVENUES CLASSIFICATION FOR LOCAL BUDGETS

Abstract

In order to manage the revenue base of local budgets it is needed to make their classification according to various criteria, as existing classifications do not make it possible to fully assess the real ability of a municipality to inf luencethe development of its own revenue base. When conducting analyzes the proposed classification on the basis of «source of income* seems meaningful. This classification allows us to identify sources of revenue which provides the municipality with the ability to manage the identified self-sufficiency reserves for social and economic self-development of the territory.
