Abstract
Introduction. The article is a comparative study of the housing policy of the Urals regions, which represents the most important direction of management in the public sector, ensuring a sufficient level of the population’s quality of life. The purpose of the study is to substantiate the theoretical, methodological and methodical bases of the research of the state housing policy efficiency in order to develop recommendations for its improvement in the regions of the Urals Federal District. Methods. The main theoretical methods (deduction and induction, analysis and synthesis), economic (meso-level analysis), mathematical methods (comparative analysis, etc.), etc. were used. Scientific novelty of the research. Considering the state of the regional housing stock on the basis of the methodological approach that distinguishes its analysis from the positions of “flow” and “stock”, which further allows us to propose a methodology for assessing the effectiveness of state housing policy and to carry out its testing on the example of comparative analysis of the regions of the Ural Federal District, and, therefore, to propose the most effective options for its implementation. Results. The state and dynamics of the housing stock of the Urals regions were studied, as a result of which its “problem areas” were identified and the guidelines for activating the state housing policy were outlined for each of them (Sverdlovsk, Chelyabinsk, Kurgan and Tyumen regions). Conclusions. Based on the identified problems of the current state of the housing stock, the most priority directions for improving the state housing policy in the Urals regions are recommended.
