Abstract
Introduction. The implementation period of the “Concept of State Family Policy in the Russian Federation” being expired in 2025, researchers and politicians are encouraged to assess its effectiveness, determine the feasibility and effectiveness of measures aimed at strengthening the family and increasing the birth rate in Russia. The fluctuations observed in the number of marriages and the birth rate with a downward trend in recent years have increased interest in studying the tasks and activities provided for by the above-mentioned Concept. The purpose of the article is to review the implementation of one of the objectives of the “Concept of State Family Policy in the Russian Federation” on the developing the system of government family assistance, which will allow us to characterize how successful the actions taken were and to determine the directions for further activities. The research methods include an analysis of regulatory legal acts governing the procedure for involving families in activities to implement the objectives of the “Concept of State Family Policy”, as well as the collection and comparative analysis of statistical data presented in open sources. The scientific novelty of the study lies in systematizing legal and statistical facts on the description of events and achievements in the development of the system of state support for families. The results of the review show that the development of the system of government family assistance is based, first of all, on financial assistance to families with children or planning to have them. This task is being implemented in almost all areas. Conclusions. The analysis of the events carried out within the framework of solving the problem of developing the system of government family assistance shows that the state is taking a lot of measures to improve the economic mechanisms of family policy, but for a number of years there has been a tendency towards a decrease in demographic indicators. This indicates that financial support from the state is certainly already a stimulating factor for creating a family and having children, but has not yet become a determining factor. It is positive that in the difficult current situation the state does not weaken, but, on the contrary, strengthens its activities to support families, and is not limited to financial incentives. It can be expected that such a comprehensive approach to solving the problem of population reproduction will give a positive effect in the long term.
